Controlled Non-Dutiable Goods
The importer or his appointed Declaring Agent may apply for the relevant Competent Authority’s approval, escort , and supervision of the destruction of controlled goods.
Upon approval by the Competent Authority, please obtain a Customs In-Non-Payment (Destruction) permit via TradeNet before the importation (where applicable). When obtaining, do note:
- “DUMP” must be declared in the “Place of Receipt Code” field.
When obtaining the In-Non-Payment (Destruction) permit, please include the following supporting documents and details:
- Written Approval from the National Environment Agency (NEA), where applicable
- Reference number from Written Approval from NEA must be declared in the “Trader’s Remarks” field, if applicable
- Date of destruction, name and address of the licensed incineration plant and the booking reference no. in the “Trader’s Remarks” field, if applicable.
As stated under the KS condition in the permit, the importer or his appointed Declaring Agent must submit the official receipt issued by the disposal facility and the permit to the Permits Compliance Branch of Singapore Customs within four working days after the clearance of the goods.
